The Rapid City Regional Airport Board of Directors (Board), on behalf of the City of Rapid City, is requesting proposals from qualified Construction Manager at Risk (CMAR) firms for the Airline Terminal Concourse Expansion Project at Rapid City Regional Airport. Proposals will be received until 2:00 PM MT, Monday, July 27, 2026, at Rapid City Regional Airport Attn: Toni Broom, Deputy Director – Finance & Administration 4550 Terminal Road, Suite 102 Rapid City, SD 57703.
The Rapid City Regional Airport Board of Directors will use a best value competitive proposal process to select the Construction Manager at Risk (CMAR) for the Airline Terminal Concourse Expansion Project. The process is designed to be transparent, competitive, and consistent with City procurement requirements, SDCL 5‑18B, and applicable federal funding requirements. Proposals will be evaluated on the criteria published in this RFP, including qualifications, project approach, and the CMAR Fee Proposal. The Airport may conduct interviews with all proposers if it determines that interviews are in the best interest of the project. The Board reserves the right to reject any or all proposals, waive minor informalities, and/or award the contract in the best interest of the Airport and the City.
The requirements of 49 CFR Part 26 including any amendments thereto apply to this contract. In accordance with the amendment dated October 3, 2025, no DBE goals have been established for this contract. However, the contract clauses in 49 CFR §§ 23.9, 26.13(a-b), and 26.29 still apply to this contract. It is the policy of the Rapid City Regional Airport to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract.
